For kitchens and baths at or below flood elevation, we suggest water-tolerant materials for lower cabinets, removable toe kicks, and designs that let lower boxes be replaced without disturbing the countertops. Above flood level, plywood boxes with fully sealed finishes are the standard we recommend.
